The short answer

Playing free online rummy is generally allowed. Real-money online rummy is different. India's Promotion and Regulation of Online Gaming Act, 2025 prohibits offering, advertising and processing payments for "online money games". What changed in 2025

Before 2025, real-money gaming was mainly governed by state laws. Courts had long treated rummy as a game of skill, and several states set their own restrictions on online gaming for stakes. Rules really did differ from state to state.

In August 2025, Parliament passed the Promotion and Regulation of Online Gaming Act, 2025. In broad terms, the Act:

• defines an online money game as one played by paying a fee or depositing money or other stakes in expectation of winning money or other rewards, whether the game is based on skill, chance or both;
• prohibits offering or helping to offer online money games;
• prohibits advertising or promoting them;
• bars banks and payment providers from processing payments for them; and
• supports e-sports and online social games that don't involve money stakes.

The Act's penalties are aimed mainly at those who offer, advertise or process payments for online money games. Legal challenges to the Act have been filed in court, and rules and enforcement can change, so check the latest official position before relying on this summary.

What this means for rummy app users

• A rummy app that takes deposits and pays out cash winnings is an online money game under the Act.
• Being a "game of skill" no longer exempts a real-money online game.
• Free-to-play and practice modes without money stakes are treated differently.
• Be cautious with any app or referral page that promises cash bonuses or guaranteed winnings.
